As a tenant am I responsible for these things? Easy 10. HELP!?

It sounds like most of the problems should be taken care of by the landlord (except maybe snow removal) but you have very little leverage to force him to make the corrections. If you withhold the rent he can and will evict you. You should consider looking for another place to live anyway.
