Bush brought foreward a plan and Directed Fannie Mae to give No Down Loans to the Poor. Is This A Smoking Gun?

October 2002, Bush announced a plan that would increase home ownwership by 5.5 Million Blacks and Hispanics, by directing Fannie Mae to make no down payment loans available to all. Not my words, this is what Bush proposed. Is this the reason for the Financial Meltdown we find ourselves in today?
